제1장 연구윤리규정


제1절 저자와 관련된 윤리규정 

제1조 표절 금지

타인의 주장, 아이디어, 연구 결과 등을 적절한 출처 표시 없이 자신의 논문이나 저술에 활용해서는 안 된다. 

제2조 위조 및 변조 금지 

자료나 연구 결과를 허위로 만들거나 변경, 누락시켜서는 안 된다. 

제3조 연구물의 중복 투고 금지 

자신의 동일 연구물을 둘 이상의 학회지에 중복 게재해서는 안 된다.

제4조 연구물의 중복 게재 금지 

자신의 연구물을 둘 이상의 학회지에 연구업적을 늘리기 위해 중복 게재해서는 안 된다.

제5조 인용 및 참고 표시 

타인의 글을 인용하거나 참고할 때 반드시 각주를 통해 그 사실을 명시해야 하며, 이러한 표기를 통해 어떤 부분이 선행연구의 결과이고 어떤 부분이 본인의 독창적인 생각ㆍ주장ㆍ해석인지를 밝혀야 한다.

제6조 부당한 저자 표시 금지 

연구 내용 또는 결과에 대하여 학술적인 기여를 한 사람에게 정당한 이유 없이 저자 자격을 부여하지 않거나, 학술적인 기여를 하지 않은 사람에게 부당하게 저자 자격을 부여하는 행위를 하여서는 안 된다.

제7조 정확한 연구자의 소속 직위 표시 

연구자는 연구 결과물을 학회가 주관하는 학술대회 등의 각종 발표 자료집과 학술지에 발표 및 게재할 경우, 연구의 신뢰성 제고를 위해 연구자의 현재 소속과 직위(저자 정보)를 정확하게 밝혀야 한다

 

제2절 편집위원과 관련된 윤리규정 

제8조 편집위원은 독립성과 자율성, 전문성을 바탕으로 투고 논문의 게재 여부에 대한 모든 권리와 책임을 지닌다. 

제9조 편집위원은 선입견이나 사적인 친분을 벗어나서 모든 투고 논문을 공정하게 다루어야 한다. 

제10조 편집위원은 투고 논문의 평가를 해당 분야의 전문적 지식과 공정한 판단 능력을 지닌 심사위원에게 의뢰해야 한다. 같은 논문에 대한 평가가 심사위원 간에 현저하게 차이가 날 때 편집위원은 해당 분야의 또 다른 전문가에게 논문 심사를 의뢰할 수 있다. 

 

제3절 심사위원과 관련된 윤리규정 

제11조 심사위원은 학술지의 편집위원회가 의뢰하는 논문을 심사규정이 정한 기간 내에 성실하게 평가하고 그 평가 결과를 편집위원회에 통보해야 한다. 만약 자신이 논문의 내용을 평가하기에 적임자가 아니라고 판단할 때 편집위원회에 지체하지 않고 그 사실을 통보해야 한다. 

제12조 심사위원은 개인적인 학술적 신념이나 저자와의 사적인 친분을 벗어나서 학문적 객관성에 입각, 투고 논문을 공정하게 평가해야 한다. 충분한 근거를 명시하지 않은 채 논문을 탈락시키거나, 심사자 본인의 개인적 관점이나 해석과 상충한다는 이유로 논문을 탈락시켜서는 안 된다. 

 

 

제2장 연구윤리규정 시행 지침

제13조 연구윤리규정 서약 

한국윤리교육학회의 신규 회원은 본 연구윤리규정을 준수하기로 서약해야 한다. 기존 회원은 연구윤리규정이 제정되어 통과되면 연구윤리규정을 준수하기로 서약한 것으로 간주한다. 

제14조 연구윤리위원회 구성 

​연구윤리위원회는 위원 5인 이상으로 구성되며, 위원장은 회장이 임명하고, 위원은 위원장의 추천을 받아 회장이 임명한다. 

제15조 연구윤리위원회의 권한 

연구윤리위원회는 연구윤리규정 위반으로 보고된 사안에 대하여 제보자, 피조사자, 증인, 참고인 및 증거자료 등을 통하여 폭넓게 조사한 후, 윤리규정 위반이 사실로 판정된 경우에는 회장에게 적절한 제재조치를 건의할 수 있다. 

제16조 연구윤리규정 위반 보고 

​학회 회원은 윤리규정의 위반 사실을 인지할 때 위반자에게 학회의 윤리규정을 환기함으로써 윤리규정이 준수되도록 해야 하며, 그래도 문제가 시정되지 않을 때 학회 연구윤리위원회에 보고할 수 있다. 연구윤리위원회는 위반 사실을 학회에 보고한 회원의 신원을 외부에 공개해서는 안 된다.

제17조 연구윤리위원회의 조사 및 심의 

​연구윤리규정 위반으로 보고된 회원은 연구윤리위원회에서 행하는 조사에 협조해야 한다.

제18조 소명 기회의 보장 

​연구윤리규정 위반으로 보고된 회원에게는 충분한 소명 기회를 주어야 한다.

제19조 조사 대상자에 대한 비밀 보호 

​연구윤리규정 위반에 대해 학회의 최종적인 징계 결정이 내려질 때까지 연구윤리위원은 해당 회원의 신원을 외부에 공개해서는 안 된다.

제20조 징계의 절차 및 내용 

연구윤리위원회의 징계 건의가 있을 때, 회장은 상임이사회를 소집하여 징계 여부 및 징계 내용을 최종적으로 결정한다. 윤리규정을 위반했다고 판정된 회원에 대해서는 경고, 논문게재 투고 제한, 회원자격 정지 또는 박탈 등의 징계와 한국연구재단 및 해당 연구자의 소속 기관에 연구윤리 위반 사실 통보 등의 조치를 취할 수 있다 

제21조 연구윤리규정의 수정 

이 연구윤리규정의 수정 절차는 본 학회 회칙 개정 절차에 준한다. 

 

 

부 칙 

1. 이 규정은 2021년 1월 1일부터 시행한다. 




Regulations on Research and Publication Ethics

 

 

 

 Chapter 1 General Provisions

 

 

 Article 1 (Purpose). The regulation’s aim is to establish research ethics for authors of the Korean Journal of International Studies (“The KJIS” hereinafter), a corporation, and suggest criteria for speedy, fair and systematic verification at the time of occurrence of scientific misconduct concerning a published manuscript while defining matters related to installation and operation of Sub-committee on Research and Publication Ethics under the umbrella of the Editorial Board in charge of verification and judgment.

 

 

 Article 2 (A Scope of Application). The regulations shall be applied to all authors of the KJIS.

 

 

 

 Chapter 2 Regulations on Scientific Misconduct

 

 

 Article 3 (Purpose). The regulation’s aim is 1) to prevent scientific misconduct with regard to manuscripts published and requested to be published in journals issued by the Korean Association of International Studies and 2) to define a procedure to be followed if such activities take place.

 

 

 Article 4 (Type of scientific misconduct)

1.“Forgery” shall be referred to as tampering with or faking research data and/or reported results.

2.“Falsification” shall be referred to as changing or omitting research data, processes and/or results to distort the contents and results of research.

3.“Plagiarism” shall be referred to as using others’ ideas and/or research processes and results in studies without indicating sources in an appropriate way.

4.“Inappropriate indication of an author” shall be referred to as refusing to grant qualifications for authorship of a thesis to a person who has academically contributed to generating research contents and results for no good reasons or granting qualifications for authorship of a thesis to a person who has not made any academic contribution.

5.Reusing one’s own research results or part thereof without any proper indication shall also be considered misconduct.

6.Criteria for misconduct concerning research and/or publication that seriously hurts research integrity shall comply with the Ethics Regulations of the National Research Foundation of Korea.

 

 

 Article 5 (Subject to examination)

The Sub-committee on Research and Publication Ethics under the umbrella of the Editorial Board shall take charge of judgment and restriction with regard to scientific misconduct.

 

 

 Article 6 (Procedure)

Procedures on judgment and restriction with regard to scientific misconduct shall comply with “Regulations on Installation and Operation of Sub-committee on Research and Publication Ethics.”

 

 

 

 Chapter 3 Regulations on Installation and Operation of Sub-committee on Research and Publication Ethics

 

 

 Article 7 (Purpose). Operating Regulations of Sub-committee on Research and Publication Ethics aim to define matters required if a petition is filed against a author of the KJIS for violating provisions of "Regulations on Research and Publication Ethics."

 

 

 Article 8 (Formation of Sub-committee on Research and Publication Ethics)

1.A Sub-committee on Research and Publication Ethics shall be installed and operated under the umbrella of Editorial Board for the purpose of fulfilling the purpose of Regulations on Research and Publication Ethics.

2.The Sub-committee on Research and Publication Ethics shall consist of 7 persons including a chairperson.

3.The editor-in-chief shall select members of the Sub-committee on Research and Publication Ethics among editors.

4.The Chair of the Sub-committee on Research and Publication Ethics shall be elected by members of the Sub-committee on Research and Publication Ethics.

 

 

 Article 9 (Procedures concerning scientific misconduct)

1.If information is provided or a question is raised concerning scientific misconduct with regard to a published manuscript or manuscript submitted for publication, the editor-in-chief shall convene the Sub-committee on Research and Publication Ethics to conduct examination on cheating.

2.The Sub-committee on Research and Publication Ethics shall deliberate and resolve on issues subject to a complaint within 60 days.

3.Scientific misconduct shall be judged by the Sub-committee on Research and Publication Ethics, and if an agreement is not reached, the Sub-committee on Research and Publication Ethics shall resolve the case by the consent of two thirds of attending members (attendance of the majority).

4.Matters that have not been defined in the regulations shall be determined by the Editorial Board.

 

 

 Article 10 (Restriction)

 

If a case is judged to be scientific misconduct, the perpetrator(s) shall be subject to the following restriction (or restrictions).

1.Prohibition of contribution to journals for no more than 3 years.

2.Notification of scientific misconduct to the Internet homepage of the journal and deletion of the pertinent thesis from the on-line journal.

3.Notification of scientific misconduct and retraction of publication through the use of the first issue of the journal published after confirmation of scientific misconduct.

 

 

 Article 11 (An opportunity to present evidence to the contrary and confidentiality)

 

1.A person(s) against whom a petition was filed with the Sub-committee on Research and Publication Ethics for violating regulations on research and publication ethics (i.e., for perpetrating scientific misconduct) shall be presumed innocent until proven guilty.

2.If an author(s) of a thesis raises an objection to judgment made by the Sub-committee on Research and Publication Ethics, he or she shall be allowed to request the Re-examination Committee to conduct re-examination within 7 days of notification on judgment.

3.The Re-examination Committee shall be formed and reach a resolution in accordance with operating regulations of the Sub-committee on Research and Publication Ethics, and the Re-examination Committee shall consist of new members.

4.The author(s) of the thesis shall be given an opportunity to present evidence of the reason for the existence of the alleged scientific misconduct.

5.Identity of the person(s) directly involved shall not be disclosed until the Sub-committee on Research and Publication Ethics reaches a final decision.

 

 

 Article 12 (Revision of operating regulations on the Sub-committee on Research and Publication Ethics)

Procedures of revision of operating regulations on the Sub-committee on Research and Publication Ethics shall be designated by the Editorial Board.

 

 

 Additional Rules

 

The Ethics Charter and Regulations on Research and Publication Ethics shall take effect based on approval by a general meeting after deliberation by the Board of Directors’ Meeting of the Korean Association of International Studies.
